The California Education Code and Santa Rosa City Schools’ Board Policy provide an opportunity for parents and guardians to request a school in a different attendance area other than the area where they live. Parents may request a school within Santa Rosa City Schools (intradistrict) or in a different district (interdistrict). There are two methods to request an intradistrict or interdistrict transfer.
Open Enrollment (Intradistrict Grades K-12)
Open Enrollment is offered once a year to all students who reside in the attendance area of any school within Santa Rosa City Schools (SRCS). Open Enrollment Information and Forms for the 2009-2010 school year will be available November 1-30, 2008 from your child’s school or the Child Welfare and Attendance (CWA) Office at 211 Ridgway Avenue, Santa Rosa, CA 95401. Parents/Guardians may apply in person at CWA or on-line at http://www.srcs.k12.ca.us. Applications are not accepted over the telephone, by mail, or by fax. Open Enrollment does not require you to provide a reason for the request.
The dates for applying to attend a different school within SRCS for 2009-2010 will be November 1-30, 2008.
- Students who live within the SRCS attendance area may apply.
- The District will decide the number of openings (capacity) at each school that can be filled by Open Enrollment students.
- If more requests to attend a school are received, than there are openings, the District will conduct a random/unbiased lottery to fill the openings and establish a waiting list.
- If the request for a new school is approved, the student is deemed a resident student of that school. The student cannot return to the previous school of residence unless s/he revokes their Open Enrollment status in writing to the CWA Office.
- Transportation to the new school is the responsibility of the parent/guardian.

Intradistrict Transfer Requests (K-12)
Requests for a different school (other than Open Enrollment) may be submitted at any time. These requests are submitted on Intradistrict Transfer Request Forms. Transfer requests require a reason for the request, and expire at the end of the school year.
Intradistrict Transfer Process (K-12)
- The completed request is submitted to the child’s school of residence which may approve or deny the request.
- If the request is approved, the form will be sent to the receiving school by the principal. The receiving school will notify the parent/guardian of the approval.
- If the request is denied, an appeal may be filed with the Attorney/Director Child Welfare and Attendance.
- Transportation to the new school is the responsibility of the parent/guardian.
Acceptable Reasons for Requesting an Intradistrict Transfer (K-12):
- Hardship (defined as a situation which is considered confidential and could not be discussed in a public meeting, essentially a medical, psychological or social problem).
- Home under construction, or in the process of purchase, or rental, with family occupancy set at a reasonable time.
- Concurrent attendance of a sibling.
- The student’s parent/guardian is employed by SRCS and is assigned to the requested school.
- Any student who moves with his/her family from one school attendance zone to another may remain until the end of the current school year.
- Student’s babysitter or child care provider lives within the requested attendance zone.
- Specialized Program not offered at school of residence.
- Continuing Student.
Intradistrict transfers may be revoked for various reasons, including but not limited to: student suspension, student attendance/truancy issues, as well as the submission of false information. For reference, please see Board Policy/Administrative Regulation 5118.
Interdistrict Transfer Requests (K-12)
The form to request a school, in a different district, is submitted to the district office in which the student resides. For students wishing to enter (or exit) Santa Rosa City Schools, submit the form to the CWA Office, 211 Ridgway Avenue, Santa Rosa, CA 95401. Approval for incoming students may be granted if:
- There is space at the desired school.
- Criteria for incoming students:
- Child care
- Specialized or unique education program
- Change in social environment
- Mental or physical health and/or safety needs
- Recommended by SARB or county agency for home or community problems
- Complete current school year or remain with a graduating class
- Moving into district in the immediate future
- Sibling attending the requested school
- Transportation to the new school is the responsibility of the parent/guardian.
